By default colonists only build roofs over enclosed spaces rooms.
Walls support roofs in a circular area around themselves with a radius of 6 tiles 4 on the diagonal.
As long as there is no other work to be done in there with a higher priority the colonist will finish building the roof.

Rimworld alpha 17 mod adds in solar panel roofing as well as a transparent type of roofing.
If there is no supporting wall or rock within 6 tiles no roof will be built.
On the left grid square you have the vertical line of walls along the left edge within 6 tiles supporting the center and on the right grid square you have the horizontal line of walls along the top right corner within 6 tiles.
The build roof zoning can make it possible for you to build roofs where your colonists wouldn t automatically build one.

If that distance is more then that then you will only get a partial roof around everywhere but the position where it lacks enough support 2 roof construction is a low priority.
The no roof zoning will make sure that no roof gets built on the tiles you ve selected.
